A Map, Plan and Report was prepared by C.T. Male Associates for a new sewer district for the north part of Carpenter's Acres.

The total first year cost for the average property in the proposed sewer district is $958.05 PLUS installation costs and grinder pump (estimated at $3500-$5000). Residents should also add in the cost of all landscape repair to their property.
The capital cost of $670.55 EVERY YEAR for 30 years will be borne on all properties within the district, regardless of if they hook up to the sewer system or not.

There are home owners that are suffering failing septics and high water table issues in parts of this neighborhood.  They are asking the town for sewer service.  The majority of these homes with issues were built after 1980 in the "wet part" of the development as some neighbors call it.  BNU reported that homes were built in an area that was mapped out as not to be built on without sanitary sewers.
The map is on file and was prepared by professional land surveyors which included in print "NOT TO BE DEVELOPED UNTIL SUCH TIME AS PUBLIC SEWERS ARE AVAILABLE" in this wet area of the neighborhood.  No homes should have been built with private septic systems in the labeled area. This map was Ballston Town Board approved by resolution and also certified by the New York Department of Health back when the first part of this neighborhood was developed. Now here we are with costly repercussions.

The proposed sewer service area includes 50 properties on Moonlight Drive, Robert Drive, Reita Street, and Cindy Lane. All of the properties are single family homes.

Sewer Collection System
The proposed low pressure sanitary sewer system consists of 2” and 3” SDR 11 HDPE piping and extends from the northwest corner of the subdivision, running north along Moonlight Drive, then west on Robert Drive, then south on Reita Street and east to the roundabout on Cindy Lane. These sewer mains will be installed in the Town road right-of-way. From Cindy Lane, the 3” sewer main would extend from Cindy Lane to Cornerstone Condos. Easements from property owner(s) on Cindy Lane and Cornerstone Condos will be required for this portion of the main. The 3” sewer would then be installed parallel to the existing Cornerstone Condos sewer mains, in the SCSD#1 easement.

The project also includes construction of small-diameter HDPE force main lateral and curb stop (generally 1.25-inch in diameter) to each property, terminating at the property line. After completion of the municipal portion of the sewer system, each property owner will be able to connect to the sewer system by installation of a grinder pump. A typical grinder pump system is comprised of a small tank with an integral grinder pump along with a control panel. Each grinder pump would convey flow to a sewer lateral, which will connect to the curb stop at the edge of the right-of-way.

The sewer system within the municipal right-of-way will be under ownership of the Town of Ballston with the Saratoga County Sewer District #1 maintaining the system. This is consistent with the O&M agreement developed with the Town and County for the Ballston Lake Sewer project, and the expectation is that agreement will be modified to include Carpenter’s Acres if the district is formed and constructed.

The low pressure sewer system was sized by Environmental One and is based on connecting to the existing low pressure sewer system at Cornerstone Condos/NYS Route 50. The sizing criteria for each grinder pump system is based upon a number of factors, including elevation of the pump in the overall system, anticipated flow rate (250 gpd per home), and the percentage of pumps on. A copy of this report is presented in Appendix B.
Properties and Benefit Units

Each property listed in the Saratoga County Real Property Tax Rolls within the Town as a single family parcel is proposed to be equal to 1.0 Equivalent Dwelling Unit (EDU) or one Benefit Unit (BU). All properties in this sewer district are single family homes, therefore they each count as one BU. A total of 50 BUs comprise the sewer district per Appendix A.

The properties shown in the proposed sewer district are all adjacent to a sewer main, thus would be able to connect to the main. The properties in the proposed sewer district benefit from the installation of the sewer main adjacent to their property. This proposal does not exclude any properties from the sewer district if a sewer main runs adjacent to their property.

PROJECT COSTS


The project costs consist of three main components, capital cost, hookup cost, and operation and maintenance cost. The capital cost is the projected cost to build the infrastructure within the public right-of-way. The operation and maintenance cost is the annual cost to keep the sewer system functional and maintained.

The capital cost of $730,936 assumes the project will be constructed in 2020, and includes all engineering, construction administration and legal costs, plus a contingency based upon the preliminary level of the current plans.

The annual capital cost per benefit unit is $670.55 or $55.88 per month. This is based upon the assumption that the project will be fully bonded with a traditional municipal bond over a 30- year period, at 2.25%. Under this bonding scenario, the annual payment on the bond would be $33,527.64.

The capital cost will be borne on all properties within the district, regardless of if they hook up to the sewer system or not.

Hookup Cost

Individual property owners will be responsible for purchasing, installing, and maintaining the E/One pump system along with the service lateral, as well as paying for electrical power to the pump. No separate hookup fee is proposed. The cost to install the grinder pump system and service lateral is estimated to be in the range of $3,500 to $5,000 per installation, depending on the distance of the lateral sewer line connecting the pump to the residence. The estimated cost for electricity to operate each grinder pump on an average single family residential property is estimated at $15 per year, per information from the grinder pump manufacturer.

At this time, it is anticipated that connection to the sewer system will not be mandatory pending finalization of the sewer use ordinance for this neighborhood if the sewer district is formed.

Operation and Maintenance Cost

Once a property owner hooks up to the sanitary sewer system, they will be responsible for paying operation and maintenance costs to the Saratoga County Sewer District #1. The annual O&M costs for 2020 is $287.50 or $23.96 per month. The O&M fee includes $237.50 for truck/treatment and $50 for maintenance of the lines, stations, trunk sewers, and meter vaults.

First Year Cost

The total first year cost for the average property in the proposed sewer district is $958.05 or $79.84 per month. This cost includes capital cost plus O&M.
