Attendance

Jeanette Borthwick, Wes DeVoe, Jim DiPasquale, Dick Doyle, William Goslin (arrived at 4:55pm), Drew Hamelink, Ed Hernandez, Debra Kaelin, and Kim Kotkoskie.  Guests & Observers present from the public were; Ruth Osterlitz, and Norm Schulthieiss.

Meeting Schedule

Next meeting will be held on Tuesday, February 5th, 2019 at 4:00 PM.
Pre-bid Meeting will be on Tuesday, January 8, 2019 at 1:00pm

Ballston Lake Sewer Financial

Financial was not handed out to observers.
Total spending to date is $756,932.00
Kim K. announced that she, Tim, Bill and Debra will have a separate meeting on soft costs.

A contract addendum was approved for Adirondack Engineering (Ed Hernandez) and for CREEC, PLLC (Kim Kotkoskie) at the Town Board Agenda Meeting Agenda;

Resolutions passed at the Agenda meeting below:

Resolution 18-239 Motion Required Consider approval of an amendment for an additional $42,525 to Adirondack Mountain Engineering, PC for engineering services for the Ballston Lake Sewer project. Goslin states for this is for increased costs and delay in the project. Total contract is $763,000.  Passed unanimously

Resolution 18-240 Motion Required Consider approving an amendment to the original Project Manager Agreement with CREEC, PLLC, as project manager for the Ballston Lake Sewer District, from an amount not to exceed Sixty Thousand Dollars ($60,000.00) to an amount not to exceed Sixty-Six Thousand Dollars ($66,000.00) modifying Paragraph 4 thereof, by increasing the total compensation allowable. Antoski asks what is this $6000 increase for-Goslin states delays in project. Passed unanimously

Ballston Lake Sewer Legal Update

Bruce Steves could not make the meeting this afternoon and Kim K. asked is Debra Kaelin could attend.

Eminent Domain Legal
There are now 12 parcels on the list that remain unsigned with two of them willing to sign now.
Man on Midline Road still refuses to sign.
Kim Kotkoskie informed Carl T. not to contact Atty Trainor’s office with questions.  He is to contact her if he has questions in the future.  Attorney Trainor billed them for Carl’s phone call ($45.00).

Engineering

Ed Hernandez stated that Phil, the owner of property on Schauber road is interested in renting space for the sewer project equipment for 2 years.  Ed also mentioned that the Stewarts Shops on Main Street closed and that could be a good location for a project office and maybe they will rent it out.

Ed distributed a print out to show who has opened and viewed on-line the advertisement for bids on the sewer project.

Tuesday Agenda for the pre-bid meeting. The room has been reserved. There will be a 30 minutes presentation followed by questions.  There will be a sign in sheet. He will post the questions asked on-line.

Stonebridge pump station is very similar and could be used as a visual aid to bidders.

They will need a bid review meeting and time to make recommendations to the town board.  Anticipating that the notice of awarded bidder be at the Town Board Meeting on February 12th, 2019 with the winning bidder’s notice to proceed approximately one month later.  They should have an estimate on cost to the residents in the lake district soon after that.

Bill Goslin would like to take Kim and Ed “offline” to see if his idea for a sewer extension from the Cornerstone gravity system to cover a couple of Carpenters Acres streets including Robert Drive and Moonlight Drive is feasible.
