PRIVILEGE OF THE FLOOR ON ITEMS FOR CONSIDERATION AND ACTION

Susan Robbiano of Kingsley Road asked if the zoning will be voted on the night of the public hearing, November 7, 2019? The Supervisor responded that the vote will be held at the November 26th Board meeting.

RESOLUTION 19-183
APPROVE THE TENTATIVE BUDGET FOR 2020.
A motion was made by Councilwoman Stewart and seconded by Councilman Antoski. Discussion: The library had to reduce their budget to keep the Town under the tax cap. The following changes will be made to the library budget: A 6% payroll increase for clerks, assistants and custodian reduced from 6.31%; a $50 reduction for the disability insurance due to being overestimated; a $6,000 reduction of health benefits; a $950 reduction of library materials and a
$500 reduction of custodial supplies.

RESOLUTUION 19-184
APPROVE TO RESCHEDULE A PUBLIC HEARING FOR THURSDAY, NOVEMBER 7, 2019 AT 5:45 P.M. TO ACCEPT ANY REPORT OF THE ZONING BOARD OF APPEALS
 REGARDING ZONING CHANGES PURSUANT TO THE TOWN OF BALLSTON’S CODE, SECTION 189-96.
A motion was made by Councilman Goslin and seconded by Supervisor Szczepaniak. Discussion: The Supervisor stated that the Zoning Board of Appeals are still in the process of reviewing the zoning changes. They will have a report prior to November 7, 2019.

Town Attorney Deb Kaelin stated that the Section number of the Code should read: 138-96.
A motion was made by Councilman Goslin and seconded by Supervisor Szczepaniak to amend the prior resolution to reflect the correct section number of the code as follows:

A motion was made by Councilman Goslin and seconded by Supervisor Szczepaniak. Ayes   4        Antoski, Goslin, Stewart and Szczepaniak

Curtiss enters the meeting at 6:06 p.m. Curtiss informed Supervisor prior to meeting that he would be running 5 minutes late. The Supervisor started this meeting without him.

Councilman Goslin stated that Dr. Pierce of the Ballston Lake Water Quality Protection and Management Committee would like to attend a national conference in November and is looking for the Town to approve.

RESOLUTION 19-185
APPROVE DR. PIERCE TO ATTEND THE NORTH AMERICAN LAKE MANAGEMENT
SOCIETY NATIONAL CONFERENCE, NOVEMBER 11TH -14TH, ON BEHALF OF THE BALLSTON LAKE WATER QUALITY PROTECTION AND MANAGEMENT COMMITTEE AT A COST NOT TO EXCEED $1,000.
Councilwoman Stewart seconded the motion and questioned Ms. Borthwick about the travel and conference reimbursement, and what fund will this be taken from. Dr. Pierce stated that he is only asking for hotel and conference reimbursement. Ms. Borthwick stated the fund is to be determined.
Passed unanimously
