Attendance

Jeanette Borthwick, Wes DeVoe, Jim DiPasquale, Dick Doyle, William Goslin, Drew Hamelink, Ed Hernandez, Debra Kaelin, Kim Kotkoskie, and Bruce Steves. Guests & Observers present from the public were Ruth Osterlitz, and  Norm Schulthieiss

Meeting Schedule

Due to the New Year’s holiday, the next meeting will be held on Thursday, January 3rd at 4:00 PM.

Ballston Lake Sewer Financial

Financial was not handed out to observers.
Total spending to date is $735,786.
Invoices were approved for the month. Once the construction begins, money moves faster. The approval process moving forward was discussed and there will be two submittals each month once construction begins. The review of invoices is anticipated to remain the same. Town rep and Ed H. check invoices.

A contract addendum is required for Adirondack Engineering (Ed Hernandez) due to acceptance of Supplementary conditions, and construction rate changes due to increasing costs that have occurred. Language is currently being discussed between legal and AME.

A contract Addendum is also required for CREEC, PLLC (Kimberly Kotkoskie) due to low available funds.


Ballston Lake Sewer Legal Update

Eminent Domain Legal
There are now 12 parcels on the list that remain unsigned with one of them willing to sign now.
No one showed up at the Clifton Park meeting, Jim Trainor spoke to an empty room.
Date to have legal access to properties should be approximately the first week in April.

New User Process
The town attorney with the town board will be handling all new user requests for BLSD. It will not be within the scope of CREEC, PLLC or Ianniello Anderson.

Engineering

A response to comments was sent to both NYSDEC and EFC and was circulated to the group. Bids will still be released with the understanding that this approach may necessitate an Addendum required if additional changes are requested.
Most all comments were accepted as requested.

The pre-bid meeting format will be discussed during the next monthly meeting. The concept of a drive-around/tour was discussed.

A question of a location for equipment storage also came up, they will be looking for a spot.

Should be going out for bid next week.  Ed still has compiling on specs and supplementary tweaks.  Bruce Steves is available to discuss any changes in language.
