Resolution 18-215 Approval of November monthly bills passed unanimously
Water committee presentation for remote read meters -Jeanette Borthwick
#1 issue is unbilled water usage from aging water meters
Benefits:
·       reduce bill time and time in field
·       No cards sent out or postage
·       Customers will have access to view their own water usage data
·       Alerts to leaks and unusual water consumption
943 meters already set up for remote read they do not have the equipment to read. They are looking to replace 1700 meters at this point. They are working on replacing the smaller districts now at about 2 per day.
Cost savings they currently have 30% unbilled water and are expecting to reduce to 15% which would result in $200,000 annually
Bond of 1.2 million over 10 years discussed at various interest rates.

Katz -Rte 50 PUDD presentation update from Jason (unsure of last name) from  Lansing engineering states prev approved plan with 2 story buildings with 40 apts and or potential for commercial and 157 single family units. Since PUDD approval project has experienced significant delays based on ongoing litigation between the applicant and and the town and AGs/Market. Until litigation is worked out the applicant would like to develop a portion of the project located in the prev approved water district. Project broken up into A-single family, B-Apts, C-Front larger buildings. Modification would be the western side of the project would have some of the buildings shift into the side where there is a current water district. Overall number of units stays the same, just location on the property changes. They are looking to amend the PUDD legislation to have the site built in two phases. First phase to be done only on buildings under prev approved water district and second to be done when litigation is over. Supervisor will speak to town attorney about this and will look into putting on the Dec board meeting. Mr Katz states they hope to be on the Dec planning board also.

Councilman Goslin states BL sewer district bids will go out in early Dec but today at 5:30 a legal issue has been brought that needs to be discussed in executive session tonight. He expects bids would be back by the end of Jan and the project is 1 ½-2 years.  He also states the map, plan and report for Carpenters acres sewers will be brought to the Dec meeting and is looking for the board to take action. And as the sewer committee they do not have a recommendation either way. Decision before board of the various options should be given by legal folks on how to proceed which would be it goes to referendum, petition option, and there may be an option of referendum of it passing only if it includes a grant. Kim will be looking into seeing if that is an option. Supervisor states he has discussed with Kim before the EFC cannot commit to a grant, Kim states she does not think they can but she will make a phone call to find out. The third option is the board could vote in the public’s interest. Supervisor states he would like to see residents of Carpenters Acres at the Dec board meeting.

Dennis Pokrzywka from Emerg Mgt plan states they are working on a drill for 2019 involving the Agriculture district. Working with Joe Whalen on water for critical infrastructure.

Library has Christmas tree lighting 12/4 6:30 pm, Santa will be there and an auction for a quilt
2 part time maint workers this is their 2nd week and they have been working at the library and replacing bulbs in the clerks office.

Asst building inspector starts Monday 12/4. He is from the town of Stillwater.

Councilwoman Stewart states they need a resolution tonight as a tree from Hawkwood has fallen on Tracy Egan’s fence and the town is responsible for removal of the tree. Motion will be added.

Resolution 18-216 Motion Required
Consider approving Water Superintendent Joe Whalen to purchase water meters for contractors and new homes from Blair Supply Corp. at a cost of $12,120.42.

Resolution 18-217 Motion Required
Consider approving the purchase of remote water reading equipment, software program and training from Blair Supply Corp. at a cost not to exceed $18,000.

Resolution 18-218 Motion Required
Consider approving the Town of Ballston Consolidated Water District Rules and Regulations for Metered Service for All Water Districts Section 4, Metered Service be amended by adding a new Section 4.7 to standardize meter specifications as follows: Meter Specifications. All meters shall be Badger SS E-Series Ultrasonic Meters with Orion Remove ME Endpoints.

Resolution 18-219 Motion Required
Consider approving CT Male to prepare/review bid documents for the water meter replacement at a cost of $5650

Resolution 18-220 Motion Required
Authorize the town to contract for tree removal from the Egan property not to exceed $2000

All resolutions passed unanimously. Meeting adjourned and moved to executive session.
