Notes taken by a resident on October 30, 2018

1. Presentation of the Master Park Plan by C.T. Male

2. Committee Reports
• Jeanette and Financial
• Mr. Goslin said there are 100 new phone numbers for the town with the new phone system. This needs to be communicated to the residents.

3. Other comments:
• Three towns care for E. Line Road, The town attorneys are creating an agreement on which town will plow and salt and when, etc.
• The December Town Board Agenda meeting date has been changed to Dec. 27, 2018.

4. Resolutions:
18-200 Consider approving Water Supt. Joe Whalen and Financial Administrator Jeanette Borthwick to attend the Asset Mgmt. and Utility Finances Specialty Conference Nov. 15th at a cost of $300. Passed unanimously.
18-201 Consider approving annual LED lighting cost at Jenkins Park not to exceed $200, the Jenkins Park Fund will reimburse the annual amount to the Street Lighting District Fund. Passed unanimously.
Comments:
-Tim said he received a letter from Capital District Transportation Committee stating there is some funding available for a rotary on Eastline Rd. by Stewarts on Rt. 67.
-Catharine suggested ‘bring in business owners in that area who are impacted by the traffic, have them write letters of support to DOT for the rotary, telling DOT to do something.’ She also suggests letters of support from the Planning Board. Suggests the town assists with funding because development in that area is stymied until a rotary goes in.
-Tim said he will talk to Supv. DeLucia, saying the same.
• 18-203 was created. Nothing in writing about this in handout. Jeannette said she needs direction on additional items she reviewed tonight. This resolution includes library change for a 2% increase in salary. John Antoski said “Is this $18,000 for a PR firm and he voted against it last year and he will vote against it again tonight. Mr. Goslin said he is not comfortable. Motion passed, 3-2. (Antoski and Curtis voted no. Goslin, Tim and Stewart voted yes)

There is a section on the handout titled “NEW BUSINESS FOR CONSIDERATION AND ACTION Nov. 13, 2018 that has 5 Resolutions mentioned but none of this was brought up tonight.
The 5 Resolutions listed are:
• Consider accepting the resignation of Parks and Red Committee member Randy Putnam effective 12/31/18
• Consider adopting the Towns 2019 Budget
• Consider accepting the Snow and Ice Intermunicipal Agreement between the Town of Ballston and the Town of Malta for Eastline Road and authorize the agreement to be executed by the Supv.
• Consider accepting the Master Park Plan for Town Parks and Recreation
• Consider changing the date of the Dec. Agenda mtg. to Dec. 27, 2018 at 6:30pm.
